As President and General Contractor of Florida Green Building Construction—and Owner of 1621 Building & Remodeling—Neftali brings a hands-on, client-focused approach to every project he leads.

With years of experience building custom homes, managing high-end remodels, and coordinating complex coastal construction, Neftali is known for his technical expertise, problem-solving mindset, and meticulous attention to detail. He oversees each phase of the building process, from planning and engineering to subcontractor management and final delivery, ensuring that every home reflects durability, quality, and craftsmanship.

At Florida Green Building Construction, Neftali directs construction operations and supports the company’s mission of creating healthier, energy-efficient, and resilient homes. His deep knowledge of ICF construction, structural requirements, and green building practices helps clients feel confident that their home is built to last—and built with integrity.

Beyond his companies, Neftali is actively involved in strengthening the local construction industry. As the Executive Secretary of the Flagler Home Builders Association, he works to uplift professional standards, support contractors, and encourage collaboration between builders, trades, and local partners. Neftali also serves as the Lead Pastor of Rustic Fellowship, where he leads with authenticity, faith, and a heart for service. His pastoral work informs his approach to business—rooted in honesty, compassion, and a genuine care for the people he serves.

Jeff Vasilevskiy is the visionary founder of Florida Green Building Construction and one of the early leaders who helped introduce Insulated Concrete Form (ICF) construction and certified green building practices to residential development in Florida. With more than 40 years of experience in construction and real estate development, Jeff has played a significant role in shaping Palm Coast’s growth since 1993—building with a long-term commitment to quality, resilience, and community well-being.

Jeff’s journey into green construction began after witnessing the widespread devastation caused by Hurricane Katrina. Seeing entire communities reduced to rubble, he knew there had to be a better, safer way to build homes capable of protecting families across all walks of life. When he discovered ICF construction—strong, energy-efficient, fire-resistant, and exceptionally durable—he recognized its potential to transform how homes are built in hurricane-prone regions.

As he learned more, Jeff became equally inspired by the health and wellness benefits of certified green building. He saw that ICF combined with low-VOC materials, proper ventilation, and high-efficiency systems could create homes that not only stand up to storms, but also support healthier, more comfortable living. This integration of structural strength and human-centered design became the foundation of Florida Green Building Construction.

Under Jeff’s leadership, the company established itself as a pioneer in green, hurricane-resistant residential construction—earning recognition for building high-performance homes that are energy-efficient, durable, and designed around long-term value for homeowners.

Mary Vasilevsky

Vice President

Mary Vasilevsky is the heart behind our mission to build healthier, stronger, and more resilient homes in Florida. As Vice President of Florida Green Building Construction, she blends her passion for sustainability with hands-on project management to help families create spaces that are safe, efficient, and built to last for generations.

With a Master’s in Sustainable Development Practice from the University of Florida and years of experience in environmental outreach, renewable energy, and green building, Mary approaches construction from a people-first perspective. She believes that a home should support well-being — through excellent indoor air quality, reduced energy use, durable materials, and smart design that stands up to Florida’s unique climate.

Before joining Florida Green Building Construction in a leadership role, Mary worked across a diverse range of sustainability fields, from utility-scale solar development to zero-waste programming and community education. This broad background helps her connect the dots between environmental science, everyday living, and practical construction solutions that truly benefit homeowners.

At FGBC, Mary oversees project development, customer experience, and community partnerships. She takes pride in educating clients, guiding them through each step of the building process, and making sure their homes meet the highest green building standards — including ICF construction, hurricane-resistant design, ENERGY STAR, and EPA Indoor airPLUS.

With an early foundation in design, Matthew approaches marketing with a focus on measurable results and clear, compelling communication. He believes that choosing a sustainable home is one of the most significant decisions a family makes, and that homeowners deserve transparent, accessible information about the benefits of eco-friendly, durable construction.

While taking the marketing helm at FGBC, Matthew continues with over 20 years as President of Brockett Creative Group, an award-winning full-service agency he founded. This entrepreneurial experience, combined with previous executive leadership roles with other agencies, gives him a rare perspective on how to navigate evolving digital landscapes while keeping the customer’s needs front and center.

At FGBC, Matthew oversees the entire integrated marketing ecosystem, from digital presence and brand strategy to customer acquisition initiatives.
